On the whole, groceries and household is much cheaper. If you even take utilities into account, Turkey is still cheaper in electricity charges and internet connectivity.

Transportation is much cheaper in Turkey. Be it public transport, taxis or monthly transport passes. Though oil and imported cars are a little expensive as compared to Dubai. But the local transport system is so well connected that the people in Istanbul do not use their cars and its more time efficient and affordable to use Metro trains and busses. A regular monthly transport pass is 43% cheaper while the Taxi is 13% cheaper.

Dubai is considered one of the most expensive places for rental properties. Turkish properties not only are cheaper for buying but also for renting them out. A one bedroom apartment in Istanbul city center cost avg 1200 TL, which is about 78% cheaper than Dubai. Whereas in the same amount you can get a 2-3 bedroom apartment in the outskirts of suburbs. Even the property prices for buying are 50-60 % cheaper than Dubai. Depending on the location.
